Sale of 42 Million Unsafe Dietary Supplements Blocked. Ministry of Industry and Trade Strengthens Control

Ekaterina Priezzheva, Deputy Minister of Industry and Trade of the Russian Federation, summarized the results of the digital marking system in the dietary supplements segment at the NUTRICON Russia conference. The key outcome was the prevention of the sale of 42 million units of non-compliant products at retail checkouts.

Effectiveness of the Permissive Regime

The permissive regime mechanism for the sale of dietary supplements came into effect on November 1, 2024. The system automatically blocks the checkout transaction if the scanned product has expired, its data is missing from the database, or its circulation has been officially suspended.

Comprehensive product traceability has significantly reduced the number of offenses. According to the marking system operator (CRPT), the total number of recorded violations in the retail sale of dietary supplements decreased by 45% in 2025.

Market Transparency and Support for Legitimate Businesses

The phased introduction of digital marking, which started on September 1, 2023, has led to a substantial legalization of the industry. To date, the share of the illegal turnover of dietary supplements has decreased to 5%.

At the same time, legitimate market players are actively filling the vacated niches: by the end of 2025, the growth of the bona fide segment amounted to 4% compared to the 2024 indicators.

Combating Fictitious Production

A separate focus area for the Ministry of Industry and Trade is the identification of so-called pseudo-manufacturers — companies that only documentarily declare the release of products in Russia without having actual production capacities.

In 2025, the department conducted a specialized experiment based on the data array from the marking system. Out of 2.3 thousand registered dietary supplement manufacturers, the system detected suspicious activity in 32 companies. Following inspections, only 6 of them were able to confirm the existence of actual active production.

The Russian Ministry of Industry and Trade has already prepared and submitted a draft resolution to the Government that will make such monitoring mandatory for certain groups of marked goods. This mechanism is expected to further reduce the volume of low-quality and illegal products on the domestic market.
