Quality Barrier: Almost 3 Million Packs of Veterinary Drugs Blocked Due to Lack of GMP

The digital marking system has become an effective filter for substandard imports. Since the launch of mandatory control, approximately 2.98 million packs of veterinary medicinal products have been barred from entering Russia. The reason for the blockage was the lack of valid GMP (Good Manufacturing Practice) certificates among foreign manufacturers.

This was announced on January 27, 2026, by Vilnur Shagiakhmetov, Head of the “Veterinary Drugs” Product Group at CRPT (operator of the “Chestny Znak” system), speaking at the international exhibition AGRAVIA 2026.

Border Filter

A total of 104 Stock Keeping Units (SKU) were denied entry into circulation in the Russian Federation.

Despite stricter documentation requirements, business activity is growing. Since the implementation of marking, the number of official importers of animal medicines has increased 2.6 times: from 39 to 103 companies. These players now account for about 20% of total imports.

Retail Cleanup

Integration of the “Chestny Znak” system with Rosselkhoznadzor registries enabled automatic detection of violations. The system checks the seller’s pharmaceutical license at the moment of submitting documents for putting goods into circulation. If there is no license, the operation is blocked.

Previously, PHARMPROM, citing the Rosselkhoznadzor press service, reported that the agency, using data from the state marking system, automatically identified over 950 economic entities selling animal drugs without the appropriate license. Based on the identified violations, 146 protocols on administrative offenses were drawn up. Additionally, the regulator issued 278 warnings.

Blocking at the Checkout

An additional level of protection is provided by the validation regime (permissive regime) at cash registers, effective from September 1, 2025. The technology automatically blocks sales if the product is expired or illegal. Thanks to this mechanism, 264,000 packs of problematic medicines did not reach the consumer.

What’s Next

Experts remind agrarians of an important deadline. From March 1, 2026, livestock farms not registered in the “Chestny Znak” system will technically be unable to purchase veterinary drugs, as the legal withdrawal of goods from circulation will become impossible.
