The Moscow Arbitration Court has accepted a lawsuit filed by the Russian Ministry of Industry and Trade (Minpromtorg) against the Perm-based pharmaceutical manufacturer Medisorb JSC. The subject of the litigation is the recovery of state subsidies previously allocated to the enterprise for production development. The total amount of the claims is 150.79 million rubles.
Essence of the Claims and Targeted Subsidies
According to the arbitration case files and the SPARK-Interfax database, between 2017 and 2019, Minpromtorg granted the Perm pharmaceutical company three subsidies totaling 146.6 million rubles (the final tranches were transferred in 2020).
The allocated funds were targeted and intended to compensate for part of the financial costs associated with the implementation of industry projects. In particular, the state support was aimed at:
- Organizing large-scale production of new medicinal products;
- Conducting necessary clinical trials of drugs;
- Compensating costs for paying interest on loans obtained from commercial banks between 2014 and 2019.
A key condition for receiving the subsidies was the successful development of medicines and the achievement of established target indicators. It is highly likely that the regulator’s assessment of the fulfillment of these conditions prompted the lawsuit.

Medisorb JSC firmly disagrees with the claims of the federal ministry. Representatives of the enterprise commented on the situation, emphasizing their position:
